Form 4467 side 1 PDF(62k), which is an example of ATF permitting registrations after the Amnesty period was over, in violation of the law (the gun was registered in March 1969, to a member of the military.)
ATF created a secret program to let people who were out of the USA during the Amnesty period register their stuff afterwards. See
