The Congressional testimony of Eric Larson on the NFRTR errors and recommendation for Congress to consider establishing a national, well-publicized 1-year amnesty period has been printed. It includes testimonials about NFRTR data errors by by Capt. Monty Mendenhall and Noel Napolilli; and of John Picchietti, President, Collector Arms Dealers Association to create a Civilian Commission on Historical Firearms, and an Historical Firearms Data Center. The legislation proposed by Mr. Picchietti would specifically allow transfers of Form 10 NFA firearms from governmental entities, in conformity with 922(o), if the firearms were classified as historic firearms. It would also transfer the statutory authority to classify firearms that have special value to collectors from ATF to a 9-member Commission. Three members would be appointed by the President, and the remaining 6 members would be appointed by the House and Senate Committees on the Judiciary. The Commission would provide a greater depth and breadth of knowledge regarding the classification of historical firearms than presently is (or is likely to be) the case with ATF, who fundamental mission of arresting street criminals is unlikely to change. The Commission would remove the bureaucratic task of firearms classification from ATF agents who could then be freed from their desk jobs to increase the number of ATF agents on the street fighting criminals.
