DEPARTMENT OF THE TREASURY BUREAU OF ALCOHOL, TOBACCO AND FIREARMS WASHINGTON, DC 20226 MAR 13 1999 903050:GKD 3311 Dear Mr. : This refers to your letter of November 1998, requesting information on the legality of alterations you propose to an Uzi Model A Carbine, 9mm Luger caliber, that has previously been converted to a machinegun and entered into the National Firearms Registration and Transfer Record. You state that the firearm receiver is the registered component due to the following modifications carried out by a Class 2 manufacturer to alter it to a machinegun configuration frame or receiver: - Removal of the bolt block. - Replacement of the semiautomatic configuration bolt by a machinegun bolt, machined to clear the barrel retaining ring. - Modification of trigger assembly/housing to afford a third position for the selector. - Modification of selector to allow a full automatic position. - Shortening of the barrel to an unspecified length. - Stamping of the Class 2 manufacturer's name on the lower area of the receiver surrounding the trunnion. - 2 - Mr. The alterations you propose are as follows and can be accomplished by you. 1. Removal of the barrel retaining ring and recontouring or replacement of the feed ramp. 2. Boring the trunnion to allow installation of a standard Uzi machinegun type barrel. 3. Opening the sear holes in the receiver to allow use of a machinegun configuration sear. 4. Changing the retaining lughole from a 9mm size to 8mm, to allow use of an Uzi machinegun type trigger housing assembly. 5. Installation of an Uzi machinegun type trigger housing assembly. 6. Installation of an unmodified machinegun bolt. 7. Installation of a machinegun configuration top cover. 8. Alteration of the factory markings on the left rear of the receiver in order to duplicate the Uzi machinegun type markings in that location. There are no provisions under the NFA prohibiting these proposed alterations to your registered machinegun with the following requirements: The altered trigger housing assembly that would be removed from the firearm is in itself a combination of parts designed to convert a weapon into a machinegun, hence, is a "machinegun" as defined in the NFA. The assembly would have to be destroyed upon removal/ separation from the firearm. - 3 - Mr. The markings, especially the serial number, on the right rear of the receiver may not be altered or obliterated. Additionally, the markings applied by the Class 2 manufacturer on the lower part of the receiver must not be altered or obliterated. We suggest that you notify the NFA Branch of ATF in writing of these alterations. We trust that the foregoing has been responsive to your inquiry.
