Dear Mr. Bardwell:

This is in response to your letter dated November 11, 1999,
requesting that the Bureau of Alcohol, Tobacco and Firearms (ATF)
determine whether the Chief of the Colorado State Patrol is an
acceptable official to provide the law enforcement certification on
an ATF Form 4, Application for Tax Paid Transfer and Registration
of Firearm, as required by Title 27, Code of Federal Regulations,
section 179.85.

We determined that the Chief of the Colorado State Patrol is an
acceptable official to sign the ATF Form 4, as well as ATF Forms 1
and 5, to provide law enforcement certification.
