Prior to 1968, Form 1 was used to register an existing NFA firearm, not
for manufacturing a new one.

which is an example of ATF permitting registrations
after the Amnesty period was over, in violation of the law (the gun
was registered in March 1969, to a member of the military.)
ATF created a secret program to let people who were out of
the USA during the Amnesty period register their stuff afterwards.
