I would like to request a copy of all ATF internal reports, memorandums, final report or reports, and other documentation of ATF's "March 1995 project to clean-up (review and amend) the entire National Registry." I am particularly interested in any documents which disclose the extent, if any, to which the March 1995 project directly or indirectly caused ATF to "review and amend" the National Firearms Registration and Transfer Record (NFRTR). The latter information would, of course, be legally necessary to retain in exhaustive detail in order to prove the chain of evidence for documentation of the registration and/or transfer of every firearm in the NFRTR. I already have obtained some documentation of this project, and presented it to the House Subcommittee on Treasury, Postal Service and General Government Appropriations on April 8, 1997, and they are reproduced in the printed testimony on pages 101 to 104. [Footnote 1] I already have approximately 200 more documents similar to these. When I requested information about the March 1995 project recently, my request was returned with a letter stating that no records could be located. After consulting with counsel regarding ATF's response, I was advised that my original request may not have been specific enough; that is, I didn't say exactly where within ATF I thought these records may be filed, nor did I identify any ATF employees who worked on and/or were knowledgeable about the March 1995 project. The latter would include reviewers of the project, the reports, progress reports, final report or reports, and memorandums created and so forth. Accordingly, I respectfully suggest that you look in the following places, and talk with the following ATF employees, to learn the exact location(s) of the above-described documentation of the March 1995 project.
